ANALISIS KUALITAS INFRASTRUKTUR SEBAGAI URUSAN PRIORITAS DALAM RENCANA KERJA PEMERINTAH DAERAH KABUPATEN NGAWI

Abstract

The problem of infrastructure development is still the expectation gap between the development performance currently achieved and that planned. In reality, the condition of infrastructure development in Indonesia, especially road infrastructure, still leaves a fairly large infrastructure deficit. The importance of infrastructure development is stated in Regional Regulations through the draft Regional Medium Term Development Plan (RPJMD) in accordance with Law Number 25 of 2004 concerning the development planning system. national. This research aims to analyze and explore the extent to which infrastructure quality is a priority issue contained in regional government work plans. The method used in this research is a qualitative approach through a systematic literature review. The results of this research highlight (1) the determinants of the quality of road and bridge infrastructure are influenced by the synergy of priority programs in preparing the RKPD of a region. (2) the implementation of musrenbang in determining priorities for RKPD documents in Ngawi Regency does not use the musrenbang forum in determining regional priority programs, but comes from the Regent's direction which is then adjusted to the activities of the relevant OPD as the leading sector
