KEBIJAKAN REFOCUSING ANGGARAN DAN STRATEGI DI MASA PANDEMI COVID-19: DINAS PERPUSTAKAAN DAN KEARSIPAN KEBUPATEN PAMEKASAN

Abstract

The spread of Covid-19 since 2019 has had such a big impact, this has led to the issuance of Presidential Instruction Number 4  of 2020 which contains priority budget policies for handling Covid-19, namely refocusing regional work unit (SKPD) budgets.  The aim of this regulation is that it is hoped that the budget can be allocated to handling Covid-19 so that it has an impact on  the implementation of other activities. For this reason, this research aims to see and examine the steps taken by the Pamekasan Regency Library and Archives Service in optimizing the budget due to budget refocusing. This research method is narrative research with a qualitative approach, data collection is carried out by interviews and also literature studies. Based on the results of the interview, it is known that the strategies implemented include the use of technology with the SIPALAPA application and the "Halo Pemustaka" service, as well as online training and coaching, and the provision of book grants.
