Abstract

This study aims to analyze the implementation of budget planning policies in education in Malang City. The research was conducted by comparing planning documents, budgeting and budget realization documents from 2016 to 2016 s.d. 2018. Apart from that, this research also analyzes the factors that become obstacles and drivers faced in the implementation of budget planning policies in education in Malang City. This research is qualitative descriptive, data collection techniques are carried out by observation, interviews and documentation. Secondary data is in the form of RKPD, APBD and LRA documents from 2016 to 2016 s.d. 2018, primary data were obtained by purposive sampling. Data were analyzed by reducing data, presenting data then drawing conclusions and verification.The results of this study indicate that the implementation of budget planning policies in education in Kota Malang, when viewed from policy factors, is the level of consistency between planning documents and budgeting documents from 2016 to 2016 s.d. 2018 experienced a decline, in 2016 the level of consistency was 75.51% down to 55.38% in 2017 and decreased again to 50% in 2018. However, when viewed from the mechanism and infrastructure factors, Bappeda has implemented it well. The driving factor is the issuance of the Mayor's Circular regarding the preparation of RKPD, routine assistance and the development of planning applications. Meanwhile, the inhibiting factors are the lack of commitment, the ability of human resources, and the limited amount of regional income.
