Malang City with the potential for creative economy, support for infrastructure and superstructure as well as adequate human resources, has the opportunity to develop rapidly and be competitive. Innovation is a key factor for the success of achieving the competitiveness of a country or region. Innovation cannot develop by itself, but must be supported by various other elements. Real support is to build an innovation system. Accelerating the achievement of the concept of The Future of Malang which is formulated in the theme "Smart Malang" is carried out through Strengthening the Regional Innovation System (SIDa). The research aims to develop collaborative programs which are expected to be able to answer the limited budget and time and ensure the effectiveness of program implementation. The method used is the implementation of Strengthening SIDa. The results of the discussion indicate that there are several collaborative programs that can be developed to strengthen SIDa. One of the collaborative programs is Embodiment of Malang Techno Park Creatif Center. Furthermore, the program is adjusted / searched for its equivalent with the programs / activities listed in the Malang City RPJMD 2019-2023 / related OPD Renstra. Given that this cross-cutting program involves various regional apparatus organizations (OPD) as well as academics, the business world, the community, and the media, it is necessary to carry out and monitor its implementation under the coordination of the Regional Secretary as Chair of the Malang City SIDa Strengthening Coordination Team. This research resulted in an Action Plan for the acceleration of development of Malang City which was formulated through several collaborative programs, but what was highlighted was the Malang Techno Park Creatif Center (TP-MCC) manifestation program.
