IMPLEMENTASI KEBIJAKAN ADMINISTRASI KEPENDUDUKAN PADA E-KTP MASYARAKAT PENGHAYAT KEPERCAYAAN (STUDI PADA DISPENDUKCAPIL KOTA MALANG)

Abstract

Dwellers Trust is a statement and implementation of a personal relationship with God Almighty based on beliefs manifested by the attitude of piety towards God and the experience of noble mind and character whose teachings are sourced from the local wisdom of the Indonesian people. Based on data from the Ministry of Education and Culture in 2017 there were 187 groups of Belief Believers, 50 of them came from East Java and 18 of them were located in Malang City. Custodians are marginal groups in their territorial areas whose existence has not been officially recognized on the National Identity Card. Therefore, the government then issued a policy in the form of Constitutional Court Decree No. 97 / PUU-XIV / 2016 which reads that the Community of Trustees can include the religion column on EKTP. The decision of the Constitutional Court received a positive response from followers of Belief in the City of Malang. However, this was not accompanied by participation in the replacement of the E-KTP, in which there was an additional column of religion for the Belief of Believers which previously could not be included in the religion column. Therefore, a study was conducted using a descriptive type of research with a qualitative approach to analyze how the implementation of E-KTP administrative policies specifically for trustees in Malang. The analysis obtained concluded that the Population and Civil Registry Office (Dispendukcapil) had implemented the policy in accordance with the instructions, but the community was still reluctant to change the religious column on the E-KTP due to the feeling of reluctance towards neighbors even though they already knew about this policy.
