PELEMBAGAAN AKADEMISI DALAM BADAN PERENCANAAN DAN PEMBANGUNAN DAERAH (BAPPEDA) KOTA MALANG

Abstract

This study discusses how academics are institutionalized in the Regional Development Planning Agency (Bappeda) of Malang City, what forms of institutionalization exist and what constitutes that institution. This institutionalization will be seen across time by prioritizing the context as the center of data collection to presentation, especially after Sutiaji's appointment as Mayor of Malang who determines the direction of policy through the Malang City RPJMD for 2018-2023. In analyzing this institutionalization, the researcher uses Katheleen Thelen's Historical-Institutionalism theory, a variant of the Neo-Institutionalism theory, so that in her analysis, this research will look at institutional changes through three stages, namely, critical juncture, feedback effect, and institutional evolution and political. change. This study uses a qualitative research methodology with interview data collection techniques and documentation. The results of this research showed that there was a layering policy adopted by the Malang City Government in institutionalizing academics in Malang City Development Planning Agency.
