Spatial Planning, Performance Measurement, Value for Money


Infrastructure is the basis for supporting people's mobility. Well controlled and well coordinated spatial planning provides a quality sphere that has an impact on prosperity for the community. At least from the programs that have been implemented with a high cost still causes a few problems. This study aims to analyze the performance measurement of the Public Works, Spatial Planning, Housing and Settlement Areas of Malang City based on a Value for Money that consist of economy, efficiency, and effectiveness measurement. The research method uses a qualitative approach in case study research, but to deepen the problem cases, the data analysis used the concept of Value for Money. The findings of the study show that (1) The economic performance measurement show that the entire program shows to be an economic, which is indicated by the implementation of savings in each program; (2) The efficiency performance measurement shows to be efficient, in spite of the fact that  there are 3 programs whose the output indicators are not in accordance with the set targets, but this is not being an obstacle to achieving the efficiency (3) The effectiveness performance measurement shows that there are only 3 indicators that can be said to be effective, the interesting finding is the seven programs do not reach the target of effectiveness
