REVIEW RENCANA PEMBANGUNAN JANGKA MENENGAH DAERAH KOTA MALANG TAHUN 2018-2023

Abstract

The Minister of Home Affairs Regulation Number 86 of 2017 mandates the Local Government to control and evaluate the RPJMD for no less than 3 years. One form of control and evaluation is a review. The purpose of carrying out the review of the Malang City RPJMD in 2018-2023 is to find out whether to make changes to the Malang City RPJMD by taking into account the performance achievements of government administration up to the 2nd year of the current period. In this study, pragmatism was chosen as the paradigm of cross-sectoral policy evaluation because the methods are a mix of qualitative and quantitative methods as well as a combination of deductive and inductive logic. There are 6 main performance indicators (IKU) whose performance is not optimal. Local performance indicators (IKD), of the 16 indicators, 9 are weak performance, 3 indicators show weakness in setting the pessimistic target size. For this reason, it is necessary to make adjustments to the direction of development policies with the perspective of handling Covid-19, target performance indicators with a 5-year performance landscape perspective, regional revenue targets assuming the real condition of decreasing revenue from PAD sources and new regulations from the central government.
